1. Should I sell first or buy first when upgrading from HDB to a condo?
For most HDB upgraders, selling first (or selling and buying at the same time) is usually safer. It avoids paying ABSD upfront and means you know your cash and CPF position before you commit. Buying first can work if you've found the right home and can handle the upfront ABSD and possibly two loans for a while, but you need to plan it carefully.
Sell first: you know your real sale proceeds. The risk is having nowhere to stay in between. Options are an extension of stay confirm with Alex — HDB rules and max duration, renting, or staying with family.
Buy first: you can secure the condo you want. But you may pay ABSD upfront and claim a refund later (see FAQ 5), your borrowing limit is lower if you still have an HDB loan, and you have to sell the flat within the deadline.
Note for HDB owners: you generally can't buy private property while you still own the flat until MOP is met (see FAQ 2).
"Sell and buy together" with timelines that line up is often the most practical route. It takes planning around the OTP, HDB resale completion and the condo completion dates.

2. When does my MOP end, and what can I do after?
The Minimum Occupation Period (MOP) for most HDB flats is **confirm with Alex — 5 years; check the rules for your flat type and launch, e.g. Plus/Prime flats**, counted from the date you collected your keys, not the date you booked or signed. Once your MOP is up, you can generally sell your flat on the open market, rent out the whole flat, or buy a private property while keeping the flat.
Start date: key collection for BTO, or resale completion for resale flats. Time spent away from the flat may not count confirm with Alex — with HDB.

3. How much cash will I get after the CPF refund (with interest) and paying off my loan?
Your cash proceeds are roughly selling price − outstanding loan − CPF refund (principal + accrued interest) − selling costs. The CPF part goes back to your own CPF Ordinary Account (OA), not to the government, so it's still your money. It just isn't cash in hand, but you can use it for your next home.
CPF refund = all the CPF you used for the flat (downpayment, monthly instalments, stamp duty, legal fees) plus the accrued interest you'd have earned at the OA rate of **confirm with Alex — current CPF OA rate**.
Check your exact figure: the CPF website → "My Home Ownership" / Home Ownership Dashboard confirm with Alex — current menu name.
Outstanding loan: get a redemption statement from your bank or HDB. Banks may charge a prepayment penalty if you're still within a lock-in period.
Selling costs: agent commission (see FAQ 10), legal or conveyancing fees, and the resale levy if it applies to you confirm with Alex — with HDB.
Simple illustration (sample numbers only):
Sale price: $sample: 650,000

4. How much can I borrow? (TDSR, MSR, LTV explained with a simple example)
Three rules decide your loan amount. TDSR caps all your monthly debt repayments at confirm with Alex — 55% of income. MSR caps the mortgage at confirm with Alex — 30% of income, but only for HDB flats and ECs. LTV caps the loan at a percentage of the price or valuation, whichever is lower. The smallest of these limits is how much you can borrow, and banks work it out using a stress-test interest rate, not today's rate.
TDSR (Total Debt Servicing Ratio): home loan + car loan + other debts ≤ confirm with Alex — 55% of gross monthly income. Applies to all property loans from banks.
MSR (Mortgage Servicing Ratio): mortgage ≤ confirm with Alex — 30% of income. HDB flats and ECs only. Doesn't apply to condos.
LTV (Loan-to-Value): bank loan up to confirm with Alex — 75% for your first housing loan. Lower if you already have outstanding housing loans, if the loan tenure is longer, or if you're older confirm with Alex — MAS LTV table. HDB loans have their own LTV confirm with Alex — current HDB loan LTV.
Stress test rate: banks calculate using a medium-term rate floor of confirm with Alex — current MAS medium-term interest rate floor.
Variable income (bonus, commission, rental) is usually counted at a haircut confirm with Alex — current %.
Worked example (illustrative only):
Combined gross income: $12,000/month
TDSR cap: $12,000 × confirm: 55% = **$sample: 6,600/month** for all debts
Less existing car loan: −$800 → **$sample: 5,800/month** available for the mortgage
At the stress-test rate of confirm: X% over confirm: 30 years, $sample: 5,800/month supports a loan of about **$sample: X,XXX,XXX** confirm: compute after verifying the rate
Check against LTV: on a $sample: 1,800,000 condo at confirm: 75% LTV, the max loan is $sample: 1,350,000
Your loan = the lower of the two. The rest comes from cash and CPF (with a minimum cash portion of confirm with Alex — 5% for the downpayment).
Before you look at homes, get: an In-Principle Approval (IPA) from a bank, or an HDB Flat Eligibility (HFE) letter if you're buying HDB.

5. Do I pay ABSD when upgrading? What is the married-couple remission?
If you're a Singaporean married couple buying a condo while you still own your HDB flat, **you'll usually pay ABSD of confirm with Alex — current rate for SC 2nd property upfront. You can then apply for a refund (remission) if you sell your first home within confirm with Alex — 6 months** of buying the condo (or of TOP/CSC for an uncompleted property). If you sell first and own no other property when you buy, no ABSD applies to Singaporean buyers.
ABSD rates depend on residency status and how many properties you own: confirm with Alex — IRAS ABSD rate table.
Remission conditions (summary, check IRAS for the full list):
The couple are married, and at least one spouse is a Singapore Citizen confirm with Alex — SC/SPR combinations
They buy the new property jointly, and only as a couple
They own no more than one other residential property at the time
They sell that first property within the deadline confirm with Alex — 6 months from purchase of completed property / from TOP or CSC for uncompleted
The refund is not automatic. You have to apply to IRAS within the stated time confirm with Alex — application window.
Cash flow: ABSD generally can't be paid with a loan, so budget cash/CPF for it confirm with Alex — whether CPF can be used for ABSD.
HDB owners: MOP must be met before you buy private (see FAQ 2).

6. Will I pay Seller's Stamp Duty (SSD) if I sell my condo now?
You'll only pay SSD if you sell within the holding period, which is currently **confirm with Alex — holding period, which depends on purchase date** for property bought on or after confirm with Alex — effective date. Rates go down the longer you've held the property, and once you're past the holding period, there's no SSD at all. HDB flats are generally not affected because the MOP is longer than the SSD period confirm: verify.
Holding period: counted from your purchase date (OTP exercise / S&P date) to your sale date confirm with Alex — IRAS definition.
Rates by year held:confirm with Alex — current IRAS SSD rate table. Rates differ depending on when you bought, so check the table for your purchase date.
Calculated on the selling price or market value, whichever is higher.
Exceptions/remission may apply in specific cases (e.g. some divorce or en-bloc situations) confirm with Alex — with IRAS.

7. What's a realistic asking price, and how is it worked out?
A realistic asking price is based on recent transacted prices of comparable homes, not on listing prices or on what you'd like to get. I look at similar units nearby (same block or estate, size, floor level, facing, condition, lease remaining) sold in the last few months, then adjust for what makes your home different.
Data sources: HDB resale price data, URA private transactions, and recent caveats confirm with Alex — current public sources/portals.
Factors I adjust for: floor level, facing/view, renovation condition, distance to MRT and schools, remaining lease, and unit layout.
HDB valuation: done after an OTP is granted. If the price is above valuation, the buyer pays the difference in cash (Cash Over Valuation, COV).
Pricing too high can make the listing go stale. Pricing well brings in serious buyers early and can give you more room to negotiate.

8. What's the HDB resale timeline from OTP to completion, and what documents do I need?
From the day the Option to Purchase (OTP) is granted, the full HDB resale process typically takes about **confirm with Alex — current HDB estimate, e.g. ~X weeks from HDB acceptance to completion. In practice, many families should plan for about confirm: X–X months** from listing to handing over the keys. Most of this happens on the HDB Resale Portal, and both buyer and seller need to have the right documents ready early.
Before the OTP:
Seller: register an Intent to Sell on the HDB Resale Portal confirm with Alex — waiting period before OTP can be granted
Buyer: must have a valid HFE letter before the OTP is granted confirm: verify
OTP granted: buyer pays the option fee confirm with Alex — max amount. Option period is confirm with Alex — 21 calendar days.
Valuation: requested after the OTP is granted, usually by the next working day confirm: verify.
OTP exercised: buyer pays the exercise fee. Option fee + exercise fee ≤ confirm with Alex — max total.
Resale application: both parties submit within confirm with Alex — deadline, then HDB endorses and approves.
Completion appointment: handover of keys.

9. New launch or resale condo: which suits my family's timeline and budget?
It mostly comes down to when you need to move in and how your cash flow works. A new launch usually takes confirm with Alex — typical 3–5 years to complete and uses a progressive payment scheme, so it suits families who can stay where they are for now. A resale condo lets you move in within months and see exactly what you're getting, but you pay the full downpayment and the full mortgage from the start.
New launch:
Pros: brand new, progressive payments (instalments grow as construction progresses), more unit choice early on, possibly a longer remaining lease
Watch out: waiting time, the risk of construction delays, judging the unit from a showflat, and where you'll stay in the meantime
Resale:
Pros: move in quickly, you see the actual unit and the view, and you can check the estate and the neighbours
Watch out: older facilities, renovation costs, full mortgage from completion, possible COV-style premiums in popular projects
Ask yourself: When do the kids start school? Do you need to sell your HDB first? Can you handle the ABSD timing (see FAQ 5)?

10. What does an agent actually do for the commission? What fees should I expect?
A good agent saves you time and stress and helps protect your price and timeline. That means pricing, marketing, screening buyers, negotiating, and managing every document and deadline until completion. Commission is not fixed by law and is negotiable. It's typically around confirm with Alex — / Alex to confirm his standard rate of the selling price for sellers, and every fee should be agreed upfront in writing.
What I do for sellers: pricing analysis, staging/photo advice, listings and marketing, arranging and hosting viewings, screening buyers' eligibility, negotiation, the OTP and portal steps, and coordination with lawyers, banks and HDB through to completion.
What I do for buyers: shortlisting, loan and eligibility checks, viewings, price and negotiation advice, and paperwork through to completion.
